Until such agreement is signed, the UK nationals planning short term work on tours in Europe require to check with each 27 individual EU Member States + Switzerland, Iceland, Norway, Liechtenstein, Bulgaria, Croatia, Cyprus, Romania, on their local visa and work permit requirements.
